Neighborhood Preservation Program

The New Jersey Department of Community Affairs (DCA) has awarded a Neighborhood Preservation Program (NPP) Grant to the City of Woodbury. NPP is a five-year program whose purpose is to restore and improve the area generally bounded by Hopkins Street and south to Railroad Avenue, continuing west to High Street (to South Jackson Street), and south to Salem Avenue.

The focus over the next five years will be housing repairs, infrastructure improvements, neighborhood beautification, job training, homebuyer education, homeowner education, youth programs, and improving recreational facilities. Residents in the target area can apply for a variety of home rehabilitation loans and grants, and participate in a variety of NPP sponsored programs.

RESIDENT ORGANIZATION

The Neighborhood Preservation Program Resident Organization is a coalition of neighborhood residents and community leaders who design and implement programs for neighborhood improvement. You are invited to join them to work for neighborhood revitalization.

They meet the first Monday of each month at 6:30 PM in the Community Policing Center at 17 Hopkins Street. Everyone is welcome. For more information, contact your neighborhood representatives:

HOME REPAIR CLASSES

The Neighborhood Preservation Program is sponsoring a Home Repair Class at the Gloucester County Institute of Technology (GCIT) starting January 27, 2009. Stan Boody, the building trades instructor at GCIT, will lead this hands on, fun and informative class. Woodbury homeowners will learn how to identify and use a variety of tools, as well as how to make electrical, plumbing and carpentry repairs commonly needed in their homes. Instruction will be geared to address their home repair questions. Graduates must attend all thirteen weeks of this class in order to receive a new tool box filled with Craftsman tools.

NEIGHBORHOOD HOUSING REHABILITATION LOAN PROGRAM

The purpose of this loan program is to rehabilitate substandard homes occupied by low and moderate income households. A substandard home is defined as one with health and safety code violations that require repair or replacement of a roof, electrical, plumbing, sanitary plumbing, heating, or load bearing structural system(s). Loans can be up to $25,000.00. All code deficiencies in the home must be corrected with these funds.

A ten (10) year Mortgage will be placed on your home for the amount of the loan. The loan must be repaid in full, with no interest, if you move during the first five (5) years of the Mortgage. If you move during years six (6) through ten (10), a pro-rated amount must be repaid. If you live in your home for the full ten (10) years, the loan will be forgiven.

The loans are available to income eligible homeowners whose total, annual gross household income falls at, or below, the following limits, based on total occupants in the home:

ELIGIBILITY FOR LOANS OR GRANTS

  • Applicants are required to provide proof that their city taxes, water and sewer payments are current.
  • One (1) loan per applicant is allowed.

APPLICATION PROCESS FOR LOANS OR GRANTS

  • Applications will be processed on a first-come, first served basis. Applicants who cannot be processed immediately will be placed on a waiting list for future funding.
  • Applicants who are approved will have a list of all eligible repairs prepared by the NHRP rehabilitation specialist. Repairs will be put out for bid with contractors from an approved list; the lowest proposal will be accepted. After work is completed and approved by the rehabilitation specialist, the City Code Inspectors and the homeowner, the contractor will be paid by the Neighborhood Preservation Program.

An Oral History Project: The African-American Community in Woodbury

The focus of An Oral History Project: The African-American Community in Woodbury is to develop an oral history and archive of the black community in Woodbury. We are creating a record for scholars and the general public that will describe life in Woodbury for African Americans through the 19th and 20th centuries. Sponsored by Woodbury’s Neighborhood Preservation Program, we are reconstructing the early history of blacks in Woodbury through the use of oral narratives, photographs and documents of the elderly participants who were born and raised in Woodbury.

Project Director Dr. Diane D. Turner, a Woodbury resident and the curator of the Charles L. Blockson Collection at Temple University, frequently advises the participants that “African American history is American history, but it is frequently lost, stolen or strayed” and that only through projects such as this can the African American community ensure that their story is accurately told and preserved. Dr. Turner frequently uses an old African proverb to illustrate the importance of passing this history on to the younger generations:

“If you don't know where you come from,You cannot know where you are going.
And if you don't know where you are going, Any road will take you there”. Anyone interested in participating, please call Gloria Holmes, Project Advisor, at 856.845.1630.

CLEAN UP DAY SATURDAY, MAY 2, 2009 7:30 AM TO 10:30 AM
Join us for Spring Clean Up Day. The Public Works Dept. will make curbside pick-ups in the AM for your household trash and yard debris. Lend a hand with your elderly neighbor.

GARDEN CLINIC SATURDAY MAY 2, 2009 8:30 AM to Noon
In the Railroad Ave Parking Lot at Hopkins Street
Master Gardeners will be on hand to answer your gardening questions and offer advice for garden designs. Container gardening will be demonstrated. Bedding plants and mulch will be available for a free will donation. Also, free paper shredding provided by Docu-Vault truck.
